What is the methodology used for setting the light timer? When are they supposed to be on?

This problem was also noted in October 2021 and the issue was closed out as addressed. Could we get some more details on what then intended outcome is?

I msy hsve been the person that reported the previous issue back in 2021. That was on the north-facing side and was cleaned up. This instance is on the east-facing side.
