Hi, my name is Michelle and I'm a taxpaying property owner at 3761 Ruby Street at the Crossroads McArthur. The motel right there is called the imperial end. There are two RV's they've been there for over six months. There's human feces in front of my brothers property now. They've been using the water from our garden hose area and you know, I've had I shouldn't have to shut my water off every time I leave the house. OK, I'm really mad now. I've been calling 311. I've been calling the and making reports to mobile citizen and those are being denied. This is a human. I have health hazard. OK, we are in a COVID situation. There is piles and piles of garbage and filth and dirt and there is no way anyone who is JDA any disabled person or persons with a dog or anything cannot get through there. They cannot walk through that sidewalk, so that's illegal. OK, these people run a generator all day and all night. No one can sleep on our block. It is that loud. It's also very hazardous. It is flammable, highly flammable, and this thing is running day in and day out. So two trailers, all their dirt, then their friends and family. I don't know. They come and drive and park right in my driveway. I can't even get the truck out. OK, human feces is where I draw the line. OK, I've been more than patient and more than courteous and more than I've gone up and out of my way just to try and mend this situation to no avail. Now I've got to go to the mayor 's office, 'cause that's all I literally can do at this point because no one is doing anything, not the police, not the guy that is for the neighborhood, for that, for that particular community they were over at Mosswood Park. They came over six months ago to my brothers house, right next door. I cannot sleep OK, I cannot eat. I can't stomach the fact that there's hypodermic needles everywhere. That's a health hazard. That is a public health hazard. OK, this is dangerous, and it's disgusting and one that one of the men there had been shot while being robbed. He was shot in the chest four times, so I'm sorry I need help immediately and I do not want to be referred to Emeryville. OK, this is Oakland. I'm in the city of Oakland. I'm at my brothers home and I shouldn't have to be looking over my shoulder every five seconds because these people are completely out of their minds on drugs, constantly day in and day out and they get it. We all have a story, but this is just I'm adamant. This has to be dealt with. My number is four one five, seven, nine, two nine eight, eight one MacArthur and Ruby Street please.

Oakland City Council unanimously voted to approve the Encampment Management Policy, meant to “protect and serve all Oaklanders, sheltered and unsheltered, and to manage the adverse impacts of homeless camps by balancing the interests of all residents (i.e. unhoused, housed, business community).” In fact, this policy was intended to reinforce laws that are already in existence in Oakland, but that are not being enforced by the city.

I have reported everything regarding this issue to OPD, seeclickfix and OPD non emergency number to no avail. The problem is getting worse by the hour.My family and I have been threatened. As you may know there has been a shooting there also and I am worried there may be a major fire or murder until it is solved.

It is not good for one's well being to be constantly subjected to piles of garbage, filth, graffiti, homelessness, human feces, hypodermic needles. You have the power to help to improve people’s quality of life/their mental health by using laws, regulations, and codes already in place that if they were enforced would help to do that.

Use people power, get as many of your neighbors involved. Collect evidence, such as complaint logs, ask for the incident number when you call the non-emergency line, take videos, photos. Send a formal complaint via a FedEx envelope to your local councilmember, to Mayor Schaff, and the Department of Race and Equity.
