A manager from the county’s storm water division happened by the site yesterday and told me that the director for the roads crew had been out the day prior to review the situation. The manager said the director spoke with a neighbor and was disinclined to do anything as in the county’s view the culvert was working. Is is common for county management to not inform the property owners and discuss these issues with neighbors? I was hoping for better cooperation and communication with this problem. Having the county install a tight line and backfilling the culvert prior to my installing a retaining wall is an obvious comprehensive solution. The culvert is weakening the slope and contributing to the degradation of the toe and hillside. Hopefully the information passed on by the storm water manager was incomplete, and that this matter is actually still in review. We are looking for a comprehensive solution to this problem and not a band-aid. We want to work with the county as a partner in this matter.

Spoke with caller. Informed him that from observation of photos attached to this request, and from observations of North District supervisor, settlement issues are a result of fill material placed on caller's property by previous owner. The fill is pushing the fence over, not settlement of the roadside ditch, or roadway. In addition, the fill is migrating towards the roadway as it settles, steepening the face of the embankment. The roadside ditch is functioning as intended. As such, the caller will be responsible for addressing this issue. A permit will be required to do any work in the right-of-way, such as tightlining the ditch and/or construction of a retaining wall. JD
