I live off of New Bern Avenue and often see a man wheeling an elderly lady and leaving her at the corner of New Bern Avenue and Corporation to ask for money. She is left their hours at a time and cannot leave on her own. I'm surprised the RPD has not stopped to inquire about her circumstance/missing person/who is she/could this be a case of elder abuse, etc.
