Not sure where the actual ordinance is located but once there scroll down to "Can I leave my boat parked on a city street?" You'll see the answer and I quote " No. It is against City ordinance to park a boat trailer or any other type of trailer on a city street except for temporary activity loading and unloading of effects."
Secondly in the Community Protective Covenants under parking: " Owners of a lot shall not be permitted to park boat trailers, motorhomes, campers and all other similar vehicles or equipment on the street in the community."
I guess we could go a step further and asked is it fair for this 1 trailer owner to force everyone who enters or leaves the community to have to navigate around the trailer? Did you notice the vehicle further up the street that got rear ended a few weeks ago, how long was it just sitting there? Granted they weren't driving it anyway but what about the person that rear ended it and now has to repair their vehicle? Is it fair for his neighbors to have to view it every time they step outside? Not to mention the fact that every other homeowner in the community is abiding by the covenants, why can't they?
Also please note staff cannot enforce HOA covenants. That must be enforced by the HOA. They will investigate to see if there are any city laws being violated and report back.
Once he gets the notice from the city to remove it from the street (which I believe is ordinance no. 2005 TC TC-10-04) if it's moved on the property anywhere other than an enclosed garage the HOA will definitely step in.

You are 100% incorrect on two accounts. First please visit the city of Raleigh's website linked here: https://www.raleighnc.gov/home/content/PWksParkingMgmt/Articles/ParkingFactsFaqs.html
