The whole of the New Haven Green looks like this, except on all the other benches people are passed out or lounging among the filth. This is disgraceful misuse and monopolization of this public space.

They have just as much a right to be there as you do.
New Haven has a large population of poor and homeless folks.
It is what it is. We can't brush aside the poor and make public spaces only available to the privileged classes.
That said, the city could do a better job of cleaning all the litter...
