Description
This house is starting to look like Sanford and Sons junkyard, especially with no leaves on the trees. Literally the backyard of this house looks like a junkyard and is right up next to a school and visible for anyone to see in either direction on Lexington Ave..
Are there not any anti-blight laws in New Haven or are they just not enforced?

This is a wild and, frankly, irresponsible exaggeration. First of all DPW is correct, it's private property, so not "dumping." Second, it looks nothing like Sanford and Son. Third, the property is generally extremely well-maintained, and in fact is an anchor for that block. Attached street view photo from google maps -- it's 17 months old, but this is what it typically looks like. Fourth "right up against the school" is total nonsense. The property technically borders Jepson, but the yard isn't even remotely visible from the school -- it's up a very steep hill with a thick strip of vacant wooded lot between the school and the home, and can't be seen from the school even in winter. So why that is an issue is a puzzle.
Fifth, it sounds like you live in the neighborhood. Did you knock and ask the homeowner why the property, which is generally in such very good shape, has some material in the yard that you find objectionable? Maybe there's something going on in the family's life, and you might even be able to help them out. I really wonder why you ran to seeclickfix without even the courtesy of talking to your neighbor. This property is not only not a consistent problem, it's generally gorgeous -- it's a complete joke to use the word "blight" in the same sentence.
Well, I know the homeowner, so when I saw this, I knocked. One of the residents is a construction contractor, and yes, left some leftover lumber from a job in the yard where it shouldn’t be -- they had been hoping to use it for a small project. According to the homeowner, it is being removed and they're also installing new fencing.
Next time, maybe act like a neighbor before publishing ridiculous exaggerations?

.Also it may be best if someone is privately confronted by someone who has the authority to order it be corrected.. In the case you posted about it could be someone at this property is ill which is causing this problem. By going to LCI first the problem may be corrected without causing any undue embarrassment.
