The UI is an independent company. They have their own schedule regarding infrastructure repair/replacement. The same applies to Southern CT Gas and the Regional Water Authority. Sometimes it works out they can coordinate things so as not to rip up a newly milled and paved street. Other times not. But these individual companies are responsible to returning the street to “as found” condition. I agree that it seems to be a waste of tax $$$$ but it boils down to independent interest as well as communication between the city and these companies.
