The rain puddle becomes quite big right after it rains? I'm convinced this reported issue is some kind of joke, but here's how physics works.
That rain puddle isn't draining because of gravity. We have not yet discovered a way to defy the laws of physics. The location of the rain puddle is lower than the location of the rain drain which is approximately 20 feet away. Yup, it looks like the laws of physics will prevent us from traveling faster than the speed of light, and also prevent rain puddles from draining to a location that is higher than the location of the puddle.
Let's all do what we were taught to do when we were about 3 or 4 years old:
Don't stand near rain puddles in the street when cars drive by, and walk around the puddles if they are too deep.

Tommy: just to be clear, I only reported that puddle because it used to drain OK in the past and it had not drained many days after rainfall when all others had. I have seen others on wheelchairs struggle to negotiate that puddle and felt that someone had to speak up. Unfortunately, you have taken it personally or otherwise feel the need to label me in many different ways. I will accept any label so long as the city is a little better for those who may have special needs.
As for 290 days of silence; well, no excuses there. Just slow to check my various messages.
