I'm not sure what hour of the day the lights need to be solid red, but certainly in the early morning and late evening, the lights do not need to be solid red. I understand traffic is changing - when there are cars coming, I'll be happy to sit at a light. For now, I just keep missing the light to get on Hwy 1 going south. Bummer.

Monday I called 703.746.4747 (Alexandria T&ES) and referenced my ticket number in a voicemail. Tuesday, Jim Neurohr called me and was incredibly courteous and helpful.
Jim, thanks so much for your prompt reply and for being willing to take a look at the issue for us!!!
Here's a summary of the results: The lights were adjusted during flooding on Hwy 1 a while back, when much more traffic than usual was routed down Potomac Ave. The lights were not adjusted back after the reroute ended. Jim's technicians have readjusted the timers and the traffic cams, and we should notice a difference TODAY. (Hooray!)
Next Monday, I'll give Bob Garbacz a call (when he's back in the office) and see if we can get the lights to blink red at night when traffic is sooooo light...
