Exterior flood light on back of 319 Greene Street shines directly into windows/yards of neighboring properties all night. The light is located at roof level; I may be wrong, but think there is a city ordinance that exterior lights needs to be no higher than 20 feet and pointed down. This lighting is neither. Can it be lowered/shielded?

问 Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?
