The concern is that this area turns into a large deep puddle with only modest amounts of rain. The puddle blocks access to the sidewalk ramp which is needed to cross Chalk St. The puddle is often too deep to walk through without shoes getting wet, or to push a stroller through. In the winter, this often freezes into a large slick ice sheet.
If the SW corner of Chalk and Magazine had a crosswalk with ramps across Magazine, one could go around this more easily, but it does not.
The fundamental problem is that the shape of the street and curb does not allow water to flow around to the drain on Magazine. And added drain on Chalk, or modification of the street shape would solve this problem.
