How do you know that person is selling drugs? Is it possible the person driving the car in the photo is visiting someone in the neighborhood with honorable intentions. It shouldn't seem very surprising the person sped away after seeing you taking photos.
When someone is taking photos of me, I also choose not to hang around. It has happened to me several times and I had always thought it was just some creepy person taking pictures of me for his or her own demented reasons. What did you expect the driver to do? Step out and smile for the picture?
Please take a moment and try to think about what you would do if a complete stranger started taking pictures of you while you're driving your car.

Hi Michael,
I apologize for the confusion. Your original post about this issue didn't clearly illustrate the severity of the problem. There wasn't enough information about illegal activity; only seeing a car drive away. I foolishly thought you were only guessing illegal activity had taken place based upon a hunch.
I had worked in law enforcement in the past and I had assumed you were another citizen making baseless accusations about your fellow citizens because of your gut feeling. It appears I may have been wrong since you claim to have seen the driver and resident exchanging a container of illegal drugs for cash.
Even that isn't enough to convict anyone, but it does give the appearance of a transaction which could be construed as illegal activity. It might be a good idea to call your local law enforcement agency to report the issue, however I know from experience it's almost always discovered to be nothing more than a trivial issue such as some lady who is having financial problems and needs tampons from a friend.
