Pedestrians on crossing 34th St on the south side of Market start crossing before they get the light. This causes left turn traffic from Market to back up, frustrating drivers and creating more of a hazard for pedestrians. There should be a sign directly adjacent to the walk signal that says, "Pedestrians: WAIT FOR SIGNAL" or "WARNING: WAIT FOR SIGNAL."

Sure some peds do walk against the signal and i agree with you partially.
Drivers, yield to pedestrians! If you read the sign on the left arrow here it says 'yield', few drivers do.
This is a design issue. The pedestrians FINALLY get a walk signal at the same time the drivers left turn arrow are SUPPPOSED TO BE YIELDING.
Drivers see a left arrow and hit the accelerator.

That's not the situation which I'm describing. At this intersection, traffic turning left from Market to 34th get a protected left turn before the pedestrian indicator changes. Pedestrians still have a "DO NOT WALK" sign as long as the left arrow is on, yet they cross anyway. Pedestrians should not be crossing against the light in this situation.
The left sign you're talking about (http://www.trafficsign.us/650/reg/r10-12.gif) means that drivers must yield to oncoming traffic (including pedestrians) on FULL green, not a green arrow. Its use is governed by Section 2B.53 of the Manual on Uniform Traffic Control Devices.
